Meet Judy

A teacher, a neighbor, a mom — running for Davis.

Judy Ennis is a former teacher, housing policy professional, Social Services Commission Chair, founder of the Davis Community Action Network, and proud parent of two DJUSD students.

Dear Neighbor,

My name is Judy Ennis, and I am running to represent West Davis (District 1) on the Davis City Council. As a former teacher, city commissioner, policy professional, nonprofit leader, and parent of two DJUSD students, I am ready to do the work our city needs.

Davis is facing serious challenges: a long-term budget shortfall, a housing shortage, the threat of school closures, and rising financial pressure on families, seniors, and small businesses. We are also at a turning point on growth, with major projects ahead that will require steady, thoughtful leadership to ensure our city doesn't just grow — but thrives. And as extreme weather becomes more common we must act now to build a more resilient future.

I'm running to meet these challenges head-on with experience, energy, and a deep commitment to Davis. Serving on the council would be a new way to extend my work in public service and an opportunity to deepen my commitment to the community I'm proud to call home.

From the classroom to housing policy

I began as a teacher, then earned my master's degree from Teachers College at Columbia University before moving into education policy. In Washington, DC I worked with states across the country to improve school funding, expand childcare and preschool access, and strengthen programs that support families.

Traveling across the country I heard the same story everywhere: students struggle when families struggle — and families struggle when safe, stable, affordable housing is out of reach. That led me to shift the focus of my work to housing and community development, starting right here in Davis.

Serving Davis

  • Social Services Commission (2019–present) — Chair, Vice Chair, and subcommittee lead, working to expand affordable housing and support vulnerable residents
  • DJUSD Parcel Tax Oversight Committee (two terms)
  • City of Davis General Plan Commission
  • Fairfield Elementary PTA President and School Site Council Chair
  • Founder, Davis Community Action Network (DCAN) — a volunteer-driven organization focused on housing and climate solutions

Family

Raising the next generation of Davisites

Judy and her husband moved to Davis with their infant son to raise a family. Today their two boys are growing up here — in the parks, schools, and greenbelts that make Davis special.
